Building AI Capability Without Pilots
If pilots are designed to fail, what's the alternative? How do you transform an organization with AI without isolating innovation, excluding staff, or measuring the wrong things?
The answer isn't to be reckless. It's to be radically inclusive.
Organizations succeeding with AI don't run pilots. They build what researchers call "organizational learning systems" where AI capability develops across the entire organization simultaneously. They treat AI not as a tool to test but as a capability to cultivate.
From Pilots to Learning Cohorts
Instead of selecting a few tech-savvy staff for special access, successful organizations create rotating learning cohorts. Every few months, a new cross-functional group begins an AI immersion—not to test tools but to reimagine their work.
The difference is profound. Pilots ask: "Does this tool work?" Learning cohorts ask: "How could we work differently?”
Each cohort should include people from different departments, seniority levels, and technical backgrounds. The executive learns alongside the program coordinator. The finance manager explores AI together with the frontline service provider. This diversity isn't incidental—it's essential.
By cycling everyone through these cohorts, organizations avoid the insider-outsider dynamic that plagues pilots. Everyone develops the same foundational understanding, the same vocabulary, the same sense of possibility. When you move to organization-wide implementation, there's no resistance born from exclusion—everyone is already inside.
The Capability Mindset
The fundamental shift is from viewing AI as a tool to viewing it as a capability—something the organization develops, not something it buys.
Consider how we think about other organizational capabilities. We don't "pilot" financial management. We don't test whether "leadership works." We build these capabilities systematically across the organization, understanding that they require ongoing investment, training, and evolution.
The same logic applies to AI, but most organizations haven't made this mental shift. They're still treating AI like software—something you install and evaluate—rather than like literacy—something you develop and deepen.

Working in Public
One of the most counterintuitive aspects of successful AI transformation is transparency—making the learning process visible to everyone, including the failures.
When teams experiment with AI openly—sharing their sessions, their failures, their learnings—it serves multiple purposes. It demystifies AI, showing it as a tool with limitations rather than magic. It distributes learning beyond the immediate team. Most importantly, it makes transformation a shared journey rather than a secret experiment.
Research on organizational change consistently shows that transparency drives adoption.⁹ Visibility creates ownership. Ownership drives transformation.
Governance Through Principles, Not Process
The word "governance" makes most nonprofit leaders nervous, conjuring images of lengthy approval processes and innovation-killing bureaucracy. But effective AI governance isn't about control—it's about alignment.
Successful organizations develop what might be called "lightweight governance"—simple questions that every AI use must answer:

No committees. No approval chains. Just shared principles that everyone understands and owns.

Measuring Transformation, Not Efficiency
The metrics problem that plagues pilots becomes even more critical at scale. If you measure the wrong things, you optimize for the wrong outcomes.
Successful organizations measure AI's impact on mission metrics, not operational metrics. They ask: Are we reaching more people? Are we solving problems we couldn't solve before? Are we seeing patterns we couldn't see before?
Efficiency gains might emerge—and often do—but they're a byproduct, not the goal. Transformation happens when you measure for transformation.
The Practice Framework
Based on research and established organizational change principles, here's how organizations can successfully build AI capability without pilots:
Start with imagination workshops. Before touching any technology, bring diverse groups together to imagine: If we had infinite capacity, what would we do? What problems could we solve that we can't solve now?
Create learning cohorts, not pilot groups. Rotate everyone through structured learning experiences. Make participation expected, not special. Include skeptics alongside enthusiasts.
Build in public. Share experiments, failures, and learnings openly. Use internal communications to demystify AI. Record working sessions.
Establish principles, not processes. Create simple, memorable guidelines that anyone can apply. Focus on alignment with mission and values rather than technical specifications.
Measure what matters. Define success by mission impact, not operational efficiency. Track transformation indicators: new capabilities developed, previously impossible problems solved, communities reached that couldn't be reached before.
Invest in fluency first. Before any tool deployment, ensure everyone understands AI basics: what it can do, what it can't do, how it fails, why it matters.
The Courage to Transform
Rejecting pilots requires courage. It means admitting that the "safe" approach isn't actually safe. It means investing in people before tools. It means accepting that transformation is messy, non-linear, and sometimes uncomfortable.
But the alternative—continuing with pilots that are designed to fail—is a luxury the nonprofit sector can't afford. Our communities need us to be transformative, not just efficient. Our missions demand that we reimagine what's possible, not just optimize what exists.
As the Stanford Social Innovation Review noted in their analysis of AI in the social sector, "The organizations that will thrive with AI are not those with the best tools, but those with the clearest vision of transformation.”¹¹
